Government Certificate
Authority (GOV-CA) for the Egyptian Government
The Ministry of State Development (MSAD) in
Egypt jointly with the Ministry of Finance (MOF)
awarded Siemens Enterprise Communications the
contract to establish a Government Certification
Authority. The total value of the order is
approximately 3.5 million euros. |
With this project, the Egyptian government
is taking a significant step toward its shift to
providing electronic services matching the new
pace of business and investors and utilizing the
progress in information and communication
infrastructures. Public Key Infrastructure (PKI)
is a key component that ensures the security and
authenticity of all e-government activities. The
project incorporates assessing, analyzing,
designing, developing, delivering and supporting
the operation of the PKI environment, of the
Government Certificate Authority (GOV-CA), to
manage certificates and its related services
that are offered to the government employees /
entities using smart cards and to government sub
Certificate Authorities. In addition to
authentication and the use for signing documents
in a legally valid manner and sending them
securely by e-mail.
Siemens in Egypt is providing the solution based
on Siemens PKI Trust Center architecture from
the Security Competence Center of Siemens IT
Solutions and Services based in Siemens Italy.
Siemens PKI Trust-center is fully compliant with
proven international best practices and
cryptographic standards and has been selected
for establishing several large Public Key
Infrastructures, which are responsible of
issuing and managing a large number of
certificates worldwide.
The GOV-CA Trust Center would be managed and
hosted by the Egyptian Ministry of Finance,
which is the authorized entity by the Egyptian
Government to create, sign, and issue public key
certificates to all Egyptian government
employees, authorities, entities & to the
Governmental / Ministerial / Principal Sub
Certificate Authorities. As operated by the
Ministry of Finance the GOV-CA is responsible
for all aspects of the issuance and management
of a certificate in compliance with the
regulations set by the Egyptian Information
Technology Industrial Development Agency (ITIDA).
